Nepal’s constitution talks about border security, physical security, and national defense under “Provision to National Security.” But cyber security is still missing from the conversation.

If tomorrow Nepal’s critical infrastructures get attacked, who is responsible to respond?

Who coordinates between banks, telecoms, internet providers, government systems, and security agencies during a cyber crisis?

Right now, there is no clear answer. And that uncertainty itself is a national security risk.
