"What's the point of trying to clean up the Waikato Rivers and have a whole lot of chubby eels, but anemic, going broke, bankrupt farmers?"

That is the brutal question being asked as excessive regulations threaten to strangle our rural economy. What was originally set up to provide a long-term, aspirational vision has allegedly morphed into a "pettifogging, interfering" regulatory nightmare.
